BACKGROUND:
The issuance of Provincial Health System Law on island cluster concept and MTB Regent Decree on Island Cluster Approach on Health was marked the successful of UNICEF effort on health system strengthening in Maluku. This concept of regionalization of care, both primary and referral facilities, into several cluster based on certain criteria has open the opportunity for improving access to care for vulnerable mother and children in Maluku. Despite having clearly stated the expected services provided within each type of facility within the cluster, the implementation of the approach, however, may be halted due to unavailability of clear technical guidelines that specify the key criteria of health facility to be classified as center, sub-center and satellite of the clusters. This key criteria should be further fit in with available criteria issued by the Ministry of Health (MoH).
WORK ASSIGNMENT:
The purpose of this consultancy is to assist Local Government partner in developing technical guideline document of island cluster approach on health. Under the supervision of Child Survival and Development (CSD) Specialist, Makassar, the consultant will focus on below tasks in the duration of the contract:
1. In line with MoH regulation on human resources, determine the HRH (human resources for health) development needed (quantity and quality) required at center, sub-center and satellite of the clusters to deliver given task based on Provincial Law and Regent Decree.
2. In line with MoH regulation, identify gap on facility infrastructure, equipment, and logistics, determine the infrastructure, equipment, and logistic required at center, sub-center and satellite of the cluster to deliver given task based on Provincial Law and Regent Decree.
3. In line with MoH regulation, provide clear recommendation on indicators to monitor and evaluate process reform to facilitate island cluster approach implementation.
EXPECTED OUTPUTS:
• Develop health facility requirement to perform given task within the island cluster approach Provincial Law and Regent Decree.
• First draft of island cluster approach technical guideline.
• Finalization of island cluster approach technical guideline.
• Final Report.
IDEAL PROFILE OF THE CONSULTANT:
• Degree in health or health related subjects.
• Master's degree in Public Health, with specific focus on human resource and health system.
• Familiarity with government and administration regulations would be an asset; experience in Maluku is an added asset.
• At least 5 years of progressive experience in the field of health system.
• Experience in an international organization and ability to work in an international and multi-cultural environment are an asset.
• Pro-active and resourceful, good communication skills in negotiating and liaising with counterparts and partners.
• Good knowledge of English and Bahasa Indonesia for drafting reports and communication with government counterparts and international staff.
• Good skills in computer applications; especially Word, Excel and Power Point.
